I think my TX1/ZS100/TZ100 does pretty well at 250mm f5.9:

Maybe you got a dud. Unfortunately, it happens sometimes.
Have NEVER seen a sharp picture at more than half zoom... Huge blooming sets in due to diffraction.
With OOC with default JPG settings yes; with RAW you can get much better overall IQ.
... Again some previous ZS100 images at 250mm equiv. that I would not consider "very poor".
Two images below were RAW images downloaded from Imaging Resource ZS100 review prior to purchasing the ZS100.
For myself find the ZS100 more than adequate for a "pocketable" general purpose// travel camera.
Yes the RX100 VI sharper, but it should be for the additional cost, and kudos to Sony for limiting the lens to f/4.5 200mm EFL.

The seashore scene looks pretty good to me. Nevertheless, we can agree the Sony is consistently better than the TZ100, ... or why else would here be so many complaints?
1.) Again, I've NEVER posted that the RX100 VI was not sharper/ better than the ZS100, only replying to the 100% pixel peepers that say the ZS100 IQ is very poor that when viewing the "ENTIRE" image via display or prints at normal viewing distance, doubt they'll see any difference between "properly" PP RX100 VI and ZS100. Especially those who primarily use small images for websites and/or social media sites,
2.) I've repeatedly noted that:
• The ZS100's (and other Panys) default JPG settings OOC are generally not good due to the Pany's JPG processing—especially at higher ISO's; DPR has generally noted the same in their reviews of the Pany 1"-Type Sensor cameras.
• To get optimum IQ from my FZ1000 and ZS100 I shoot RAW; the DxO Optics Pro/ DxO PhotoLab Prime Noise reduction and lens corrections profiles are much better than Pany's in-camera noise reduction and lens corrections.

Depends on 'number' of complaints = "so many complaints".
When the ZS100 first issued there apparently were issues with sample variations cause of complaints. If you've read DPR's reviews on Canon and earlier Sony RX100 1"-Type sensor cameras you know they also had lens sample variations.
IMO reason there's more ZS100 complaints than RX100 VI is that there are more 'novice' photogs buying the ZS100 due to price, whereas RX100 series and RX10 series buyers are more experience photogs - they can understand why RX100's and RX10's cost more and are willing to pay the higher price.
Quite of few of the complaints of the ZS100 "I" have read here are mostly due to users using the ZS100 without reading the manual to learn ZS100's basic operation, and lack of knowing the basics of photography; using the iA mode which at times can be more of a idiot more than intelligent mode; e.g., not understanding that the multi-point AF will generally focus on item closest subject to camera and/or first item it can lock focus on.
Other issues are Pany's Auto ISO (and iA) exposure metering that the priority is to use lowest ISO possible which in lower lighting generally results with using far too slow shutter to prevent blurring due to subject and/ or camera movement - especially at longer tele focal lengths.
In reading complaints on any product need to "READ" the complaint to determine if the complaint is due truly to the product, or user's use (misuse) off the product.
