The internal wifi is pretty basic, you can't upload to Flickr from the camera itself, you'd either have to download it to your phone or PC then go to Flickr from there.

Not exactly.
You would still need an internet connection but essentially you can then go from the Eye-Fi (your camera) to Flickr. You'd need to first set it up from a computer to get it all configured though.

Sure, when you first set up the Eye-Fi you will have to set the settings through the computer, it will send those instructions to the card. While in the software it will have a few ways that you can send your pictures.. you can do Direct-Connect, which will allow you to interface with a phone (iphone or android), you can also upload it to a particular directory on your computer, or the third way as you requested; via an online service.
When you first install, there will be a tab called "Online" then it will allow you to enter your information which will then be sent to the card.
After that point you technically won't need the PC unless you need to A) Reconfigure the card or B) Retrieve your pics manually from the card.

Its in my manual under 'connecting to web services', and 'establishing web service connections', I don't have the S110, but they all work much the same.So once I get the camera configured with my computer, I could upload photos from my camera directly without needing a phone/ipad/computer? I would love to be able to do this but I have not found this online.

You can upload to Facebook or Twitter but apparently not Instagram from the camera's web services. It's got to be done from an SD Card like the Eye-Fi

Yes you should be able to do this no problem, BUT you will still need a wi-fi connection of some kind, such as a hotspot or your own personal wifi such as your home network or your phone.
