What if I don't want TTL/BL for flash?

So telling the camera that the background should be dark doesn't cut it either. Is there no setting "ignore the background"?

You can "ignore the background" by selecting "subject" only.
I recommend clicking the "Flat View" option and rereading the whole thread. The Nikon D610 does not have such an option. The quoted manual section was explicitly stated to be from the D850 manual and to not apply to my camera.
The D850 doesn’t have a built-in flash so the menu item is applicable only to external flash. I suspect the reason the D610 can’t be set to “ignore the background” is related to the capability of the onboard flash but not having a D610 I can’t confirm that. Camera built-in flash almost always has limitations beyond its guide number.

Ignoring the background when metering is nothing done in the flash but in the camera. This has nothing to do with the flash being internal or external, it is the camera that needs to do the work either way. Or rather, it is the camera that needs to stop doing the work of factoring in a separate background exposure. A Nikon FE2 was "capable" of doing that.

I think you are correct. it looks like the e4: Auto ⭍ ISO Sensitivity Control option is only available on bodies that don't have a built in flash. The D5, D6, D500, D780, & D850 all have this option.

It's not present on any bodies with built in flash.

My D750 which is FX and does have a built-in flash tube does NOT have this as the e:4 menu item.
