I would experiment with different shutter speeds to gauge the effect. If you overexpose the moving water, it can lose definition and look like a mess. Your settings will change as the amount of light in the scene changes and the speed of the moving water changes. I have found that sometimes the ideal shutter speed for the water is different from the rest of the scene, so I had to blend two images.
