The last paragraph in this news writeup says the order ending the de minimis exception was not one of those voided in the appellate ruling. The story focus is a summary of which orders in the tariff agenda were or were not voided by the decision. (Which as noted up thread is being appealed.)
Yeah, because the de minimis is not related to a tariff rate, this ruling will not save that. Without that, it will make a lot of small value international eBay sales not worth it, as the customs processing fees likely are going to be much higher than the tariff itself (and sometimes higher than the item itself!).
It hurts smaller retailers that worse because they probably can't really afford a bulk customs processor of their own or bulk shipping.
