K30 name plate - why does it lean forward?

If you are talking about the protruding horn over the lens, I think it is useless, ugly and stops the camera sliding out of your big pockets when fitted with the 40mm f2.8 XS lens. Maybe the K30 can be de-horned and the hole filled with coloured bog?

For a camera that most of its users will not use with external flash but will use kit lenses, yes, that horn will enable much better exposed pictures with fill-in flash.

Users of the higher priced Pentax camera, who also like to use smaller prime lenses more, will likely use the external flash more and already have one, so maybe 'horn' is not needed for their camera.
