How do you add a second image as a layer in CS5?

I'd like to add a second fill flash image to a primary image and adjust the opacity. Not sure how to do this. Tried the apply image command, but could not get this to work. Would appreciate step by step instructions.
 
Set by step.
  1. open first image
  2. open second image (the one that should go on top)
  3. select this image (Ctrl-A)
  4. Copy (Ctrl-C, in other occasions Ctrl-Shift-C)
  5. Go back to the first image (ctrl-F6, or through the Window menu)
  6. Past as new layer (Ctrl-V)
This is what you asked
Probably you'd like to align the two too.
This can be done manually:
  1. set opacity of top layer to some 50%
  2. use the Move-tool (V) to move the top layer around
  3. set opacity of top layer to your taste
PS will do it for you too:
  1. select both layers (in the layers-pallete)
  2. choose Edit » Auto align
  3. select one of the layers

This blending technique works very well for my HDR work. I was unable to create an action in an attempt to try to automate the process. It would be nice to be able to batch process.
 
But how do you open both images at the same time?

I don;t think you can open two images at once you just open them one at a time then you do Windows, Arrange, Float in all windows then click the photo you want to add the the other photo by using your move tools and drag the photo onto the other you'll see another layer with the photo on top of the original.
 
Use the move tool to drag the fill image into the other.

It will appear in it's own layer above the first image.
I have one problem when I work this way - the dragged image shows as a smart object - that's not always what I want or need. Is there a work around for it?
Copy/Paste adds the new layer the normal way.
