Can anyone offer any direction to install this file extension for Win 11 ( latest )

I know MS claim to have a free download in their app store, but it goes to nowhere and is a dead link.

I suggest that you read the Wikipedia article on this subject. Seems more trouble than it’s worth and certainly beyond my pay grade, but note this statement in the text…

Since 22H2, Windows 11 has HEIF Image Extension built-in by default.

Hi thanks for your reply, sadly neither Capture One Pro , Canon DPP or Photoshop will open heif claiming Windows lacks the extension. My problem is my medium format didital produces 10 bit heif .....better than 8 bit jpeg.

Chances are that the integrated image viewer will be able to open HEIF images as it'll use Windows own image library, with HEIF support, to open it. Software from third party developpers may use the Windows libraries buy they also may use their own and lack HEIF support.

It works for me. I opened the store app that's installed in Windows and searched for HEIF.

I also purchased this for my Win10 machine a while back and I think I paid a couple dollars for it.
