Averaging A Picture - Software

hi there

I've been hearing about this software that allows you to take 10 pictures or so and then the software "Averages" them out? Waht I am trying to accomplish is that "dreamy" effect on water without having to wake up at 6am in the morning or spending money on ND filters.

I think an ND filter would be worth the investment.
