I'm not talking about camera apps. I'm talking about apps where you import your photos and they stack and process them.
Photoshop on the desktop does it. You import a bunch of frames of something like a flowing waterfall and it stacks the images together using mean blending and you get a final image with blurred water, simulating an ND filter.
PS will also do focus stacking for things like macro photography.
