It is certainly clear enough, and fortunately that is what I have been doing, even though I did not think it necessary.
 
I think on a short bridge with buses and cars moving you can never achieve complete stillness with a tripod alone as the tripod and camera will move. may be then combining the tripod with IS works better. We have to try

All I can say as Panny user - that operation manual says the same thing - SWITCH off however my experience is just opposite. Never ever seen the difference when having camera on a tripod, using normal FL (i.e. below 140mm) and having engaged OIS/IBIS+OIS . However bigger lens (e.g. Panny 100-300) combined with less sturdy tripod +windy conditions when some vibrations may occur during exposure frequently caused sharper pics with OIS (and IBIS as well). Never less sharp. Even inside laid down on carpet using normal shutter and 2s delay there was still some residual vibration which OIS compensated. IMHO all depends how stabile the whole combo is. 100-300 mounted on tripod without collar is pretty unstabile with practically any camera.
