Yes, this is known since three years at least.
It is due to that there actually is a change in distance between the EFCS (Electronic First Curtain Shutter) that travels directly on the sensor plane and the mechanical rear shutter curtain that travels some millimeters in front of the sensor. When these form a slit at higher shutter speed this distance difference causes this effect, mostly at large aperture openings.

Also bokeh balls can be out of shape when using EFCS at high shutter speeds and shallow DOF. And thirdly HSS flash does not work well with it at times, banding can occur, especially with non Sony brands it seems. So three reasons to not use EFCS at high shutter speeds.
It is unfortunate tough in the video that it is called electronic shutter as having the problem. It hasn't.
It is only EFCS, the electronic front curtain that has it. So using the full electronic shutter, sometimes called silent shutter, on an A7 or A9 camera should not produce this effect.
