Canon T3i Wireless Remote Not Working with Video

I realize another person has had issues on this forum, but I've found no solution to the problem here.

I have a Canon t3i and rc-6 remote. I'm confused about how this remote is actually supposed to work. I really need this remote to turn video on and off. The remote works fine with the still function, snapping photos is fine. However, when I try to control the video the results are unpredictable. When I press the button, the cameras front light blinks (I suppose its getting a signal), and the display also blinks and says "busy" for a second and doesn't really do anything. I have to hold the button down and/or press it until it either turns on or off. I've tried hitting it once, twice, three, four times....holding it down for several seconds. It’s turn off or on eventually, but it seems very random. I'd love to get a little guidance regarding their proper function.

I'd also love to know about some alternative wireless remote options for the canon t3i.
Also, I'm working with a brand new battery and two different rc-6 remotes.

It is not very clear in the camera manual, but I believe you have to set the switch on the back of the RC-6 to "2 second" before it will start/stop video.
