Was it the mw_pop (something or rather) action? I've got it if that's one. Just let me know... but you'll have to wait until I get home in about 6~7hrs.
Can send it to you via your email (where do I find your email on this site?).
In fact, I've got quite a number of the actions that were on Action Central.

I am 90% certain it was in a package of actions created by Mike Finn back in the mid 2000’s. The action was clearly named, “PoP AcTiOn.
A search of Mike Finn brings up some of his past posts, but nothing about that action pack. Surely someone still has Mike’s actions.

You can download it here:
Mike_Finn actions
The POP.atn action is in this action pack.
Unzip and install in the actions folder of Photoshop.
Enjoy.

If the action gives you the “look” you were after, you could always add to the action itself with a vibrance or saturation adjustment to boost the colors. Do you know how to add to an action?so looks like it isnt the PoP action as this dosent seem to give the colour effect??

Should be something on that page that everyone likes. I downloaded all the others and the artist's pack
Here are POP & Pop artist andother art actions from the page:

pop with poster edges
popartist run 2 x - his prompt says PopArtist can be run ad infinitum on the same file for diff' looks
TWIMC - the painting actions create a range of templates you can retrieve from history and proceed in whichever direction gets you to the Sistine Chapel.
3D texture action
not texact crop but you get the idea - heavy blue cast is from The Big Stopper blues
