Hi,

Is it ok to bump up the ISO to 800-1600 in low light conditions. I shoot with a 400D.

It's a trade-off. Using a higher ISO speed will mean more noise, but that is usually better than subject motion blur and always better than camera shake.

The amount of noise which is acceptable depends on the subject, the viewing size, and personal preference. Also bear in mind that noise tends to be less noticeable in prints.

But why not experiment with it yourself?
 
In addition to higher noise levels, you also lose just over 2 stops of dynamic range vs the base level iso with the 400D.

In most low light situations however bumping the iso up means the difference between an in focus image vs an out of focus one and noise can always be reduced in post processing.

It sure is OK. For example, here is an ISO3200 shot taken with the 400D, using the Tamron 28-75 f2.8. Shot at f2.8, 1/160sec.

I considered 1200 my max on the XTI . I really don't print over 8 X 10 .
It also depends on why and what you are shooting .

For example a kid dancing on stage is different from low lite bar / restaurant . The kid you want to stop motion in low lite and the bar you want more detail .

You will be surprised at how much detail is in an under exposed shot . I still limit myself to 1200 on the 7D FOR that reason .

For totally static scenes, eliminating camera shake and using a slower shutter speed can be the ideal solution - giving you a good exposure with no adverse impact on image quality. But if there is any movement in the shot it won't work. And there are many situations where carrying/using a tripod is not practical or even not permitted.

As I said in my previous post, you need to try these things for yourself. That's the only way to be prepared for a real-life situation when you have to make a quick decision about which strategy to go for.
