Witch name has this tecnic?

It looks like the photographer has quickly zoomed the lens during the exposure. This would require quite a long exposure (and a tripod) for the effect to be visible. Maybe it was done in Photoshop. I don't think there is a specific name for it.

In the film days you would quickly manually zoom your lens in or out or in/out (the effect is different accordingly) while shooting @ something like 1/15 with a flash burst at the end of your exposure to keep the final in-focus area sharp.

It took some practice to get it right - and it could be done hand held with the flash. Today you can easily experiment and check your results on screen while you practice. Remember to zoom fast but steady!

I developed a fixed setting with a specific zoom/flash/exposure sombo that I found worked out well. I suggest you also try to start finding a specific set-up that works for you at first. Or else you will find yourself doing a lot of hit/miss photography. When you first get it right, its not that difficult anymore -I even did this for wedding photos (people loved it back then).

Btw. this effect is mostly done digitally today - but its not quite the same "look" you get.
 
when zooming with the ring its rotation should be done "smart" enough to keep your composition - you might avoid unintentional tilt...

mind it holding your camera well

I don't think he zoomed it while shooting it. It would be much less crisp.

I think he just put it into any photo editing software since 1995 and did a zoom blur on it.
 
Agree that the sample seems to be done with software. The effect is different if you do it manually. I'm actually going to try some myself just for fun!
 
Sorry, i like this fotos shots. All of them, have i do it zoomed in from hand without any other helps. So i becam the name Nic.Vortex, but i know that vortex meen a different thing. For this i write this question here to know more and make it bether. Then i beginn only 2 weeks ago in a Photo Workshop in Faro (Algarve) Portugal. to understand and shot Photos in a different art. Not only automatic.

When I saw your photo it at first looked to me as if the point of the zoom effect was off-centre (this cannot be done manually).

Did you pane to follwo the car or is it only because the background is out of focus and the red colors of the car dominate that it looks like that - or did you just crop the picture?

Most of my first shot has no crop.

Specialy the rally shots was real complicated to do. Then i have only a space with 10 cm between to Iron tubes. Then around the rally course it was all closed.

So wenn i do the shot, with all the peopel around, must of them y touch the tube. See here also nice
