I did some tests on this recently and found that it doesn't work on a mac for LR, LR Classic or ACR. On a Windows PC it only works for LR Classic (not LR or ACR). You click on the slider teardrop before you move the wheel.

Exactly. And it seems more accurate, and interesting to watch the results as you just move the slider one click at a time with the keyboard arrows. Some people may not have the patience for that, but if you do, it's magic.
Using the keyboard to make adjustments with the sliders by moving the values by 1 are indeed wonderful for very fine tuning an image and I have used them in this manner for many years.
The other thing I do when making adjustments to the sliders is to hold down the SHIFT KEY while moving the sliders with the keyboard. By holding down the shift key while moving the slider the adjustment increments are now in the value of 10 per keystroke, allowing for a very quick overview of the adjustments and then returning to the 1 increment adjustment for a final and careful adjustment.
On the exposure adjustment the values will change by 1/2 stop while holding down the shift key.
