I wonder if this question is suitable to this forum.
Anyway,
Is it safe to take a picture some strong light, such as Sun and bulb.

I have pointed my camera at three 60 Watts bulbs. No harm.
I have pointed my camera at a evening/setting sun. No harm.
Know that staring at the sun could burn one's retina.
For a digital camera it could cook the CCD.
I wonder if this question is suitable to this forum.

Yep, it's inevitable really. What isn't a good idea is to keep the camera trained on such things for too long. Sun shortest time of all I'd think. I've put my SLR's on a 4" reflecting telescope and got photos at sunset too. Probably 10 minutes like that. I really don't see how a CCD can handle the intense pointlike sun midday (hmmm maybe it's so incredibly tiny it matters less? nah, that's how magnifiers work), but it obviously can, briefly. It's bad technique to photograph facing the Sun anyway, right? ;-)
