Cheap shoe flash options?

I'm looking to buy a back-up shoe flash for my Canon camera. I already own a Metz 54 mz3 but I work on the road a lot and my wife keeps the flash with her. I'm basically looking for a cheap light to take on the road with me as I do take pictures for co-workers and at get togethers every once in a while.

Here are my primary considerations...
  • I never use my flash off camera, so compatibility with my Metz is of no concern.
  • A tilt/swivel head for bounce flash
  • Manual controls
  • FEC
  • TTL metering
  • A reasonable amount of power (more then a 430ex for example).
  • Decent availability on ebay, as that is where I will be buying it.

Take a look at the Vivitar DF400MZ. Saves messing around with eBay, yet you can still pay with PayPal if you wish.

I noticed it says it has 5 adjustment levels, is that 5 stops or 5 levels?

Also, does anyone here have any experience with the Sunpak PZ 5000AF?

One of the reviews indicates that "the flash power could be set from 1/1 full power down to 1/16", So assuming 1-stop steps, that would be 5-stops of power settings (full, 1/2, 1/4, 1/8, 1/16).
