I am not 100% sure what you mean.I have just updated to the latest version of PS, that allegedly fixes bugs, but now Neural Filters doesn't even inform me that NF needs to be down loaded when I attempt to move the slider. Is it me?

My Neural Filters is working fine. Tell me exactly what you are trying to do if you will. Neural Filters are photo sensitive, in that if you are trying to use certain features, the photo has to be appropriate to that filter, or it will be grayed out. For instance, if you are are trying to change the face, or smile, you have to be using a photo that included a face. And as Jack said above: Neural Filters are photo sensitive, in that if you are trying to use certain features, the photo has to be appropriate to that filter, or it will be grayed out.In case anyone else is having this problem and maybe a search brings up this thread, there are two steps to activating the filters.
1) download them
2) when you want to use them after they are downloaded, you have to physically turn them on by moving the greyed out slider for the filter to the right. (Note: You need to turn on the filter you want to use every time you re-open the neural filters).
