My personal opinion based on how i feel not any photographic laws etc:
- Everything is miniature ocean, houses

- So much blue in the picture and so little other colors.

- Very dark to the point it looks under-exposed.

- I got it you wanted to take include the ocean and the cliff, but by doing so you also included gray beach (bottom right corner) which adds no value. Perhaps has to compromise and in this case choose either ocean or the houses on the cliff.

Back of the houses is white and has no values to the photo as well as orange road behind them.

I would try to eliminate the orange road with three man standing altogether by taking lower angle photo and even try to eliminate back of the houses as well if possible so just rainbow rooftops start in the lower right corner of the photo diagonally then they dirrect view towards the cliff.

In general i think problem of both photos is that you trying to include that whole huge cliff and it makes you include other things that aren't necessary. Try focus on small things and include just portion of the cliff like 1/3rd of it in a vertical shot rather than entire cliff in horizontal.
