White boat masts, just like the other examples and yet Phil's photos have no orange. The photographer controls CA? I think the lens is just fine for it's purpose. - m²
 
My thoughts here support what you're saying. CA in any camera is almost never a simple thing. It's helpful to know how it occurs and what sort of things can accentuate it.

For example, in Rick Decker's images shown at

... the lens is fully backed off at 1/100s f/7.1 at 18.0mm iso100 in one shot, and at 1/60s f/7.1 at 18.0mm iso100. There is also a lot of high contrast between the bright masts and the darker background sky. Lots of dead space makes the CA pop right out of the picture.

In Phil's photos, his shots DO have some of the same CA issues (like around the boat masts, but the problem is MUCH more readily masked by usually lower contrast between the masts and a much more textured and interesting background. In the spots where there is more contrast and darker background, the CA is more apparent.

For example, see these couple of crops from different shots of his. Notice where the CA occurs in these and where it does NOT seem so apparent. As you said, it's largely up to the photographer.

I would still consider it as relatively minor, more or less controllable after looking at the complete cross-section of galleries. Considering the cost of the lens, and the wide variety of circumstances you're likely to shoot in, I wouldn't be super concerned over it. Besides, it's a starter's lens. You can always change it or order the camera without it. :-)

Besides, I think what Mike meant is, why does it occur more readily in some shots and galleries than others. My answer is that it's shot selection and composition. It's there in Phil's pictures too, but it's more masked.
