I too dislike the subscription options too. Although when you consider purchasing the upgrades/updates annually - are they actually that bad? (Perhaps so, I suppose, some do disable if you cancel).
if your needs are modest, then as others have said, Apple Photos is really a quite capable photo app. It can be coaxed into being a half reasonable library manager. Just open up the sidebar, and make good use of Folders and Albums, you can organise pretty much as you need.
The editor part is also half decent on the desktop version too, with quite a lot of advanced tools, as well as some automated stuff too.
If you need a bit more, then adding external apps works very well. The likes of Photomator/Pixelmator, Raw Power (replaced with Nitro) and Affinity Photo can be added with no subscriptions if preferred.
I use Photos with Nitro as my first port of call for editing, Check out Gentlemen Coders for that. If you end up needing multi-device use, then Nitro has the best system for seamless editing across devices (it all works via the Photos app).
On the Mac it’s also worth mentioning Graphic Converter by Lemke. That’s long been a stalwart of photo software, and should belong in every photographers arsenal. That can also be used quite extensively for so many tasks, and only gets a charged update every few years.

I used the apple app a bit, it is pretty decent for routine edits. I'm a very light user now a days to this might just be good enough
