A7C settings, Shutter speed

Hi! On this blog (https://www.thephoblographer.com/20...ith-leica-m-mount-lenses-is-an-overdue-dream/) I found some enigmatic phrase about settings of Sony A7C:

"The camera’s Shutter speed can be assigned to the top wheel."

Maybe someone who has this camera can help me to understand. Does this mean "Mode dial" (the one with pictures on it) has a customization option or what? Honestly, to have a physical control over shutter speed is a nice option, but I can't understand if it's possible to tune the camera this way. Thanks!

I think this was referring to the black wheel above the AF-ON button.

you can only see the edge of the wheel, but yes it rotates.
