I’m a photographer starting to dabble in some video and I recently bought the Fuji X-S10 for a fun family camera. How much difference would I notice in 4k video with setting 100Mbps vs 200Mbps?

High. It depends what you're shooting. I'd suggest to do a quick test and judge for yourself is 100mbps is acceptable. If it is then stick with that. You'll also save some card space.

Bit rate only really matters if you're shooting something with a lot of movement or complicated fine detail. I pretty much always use 200 unless it's a talking head scene. That said I rarely shoot at 400. For me I'd rather always use 200 since external drive storage is so cheap these days. I likely could get by with 100 but I also would be very irritated if I shot something and then found artifacts in the footage because the bit rate was too low.

Here are stills from two clips shot at 100mbps and 200mbps

You can see a slight increase in details at 100%, but it's barely noticeable. Unless you're shooting moving objects, you'll have a hard time noticing the difference. That said, I generally use 200mbps.
