Diffusion filter on telephoto lens

The moment website says that longer focal lengths need more diffusion for the same effect, but elsewhere I’ve read that using a ¼ Promist on a 180mm lens will result in more diffusion than it would with a 24mm lens. Which is correct?

I can't remember what it was like with primes, but when using the special effects filters, it seemed like they were more obvious at wide angle. I don't think I ever used them at over 100mm in full frame. I got the impression that when I zoomed in, the camera couldn't see it. I don't know if a fixed lens would work like that.
