Is there a good app (mac) to process a shot into a passport photo for the UK? Or a workflow for LR?

What do you need to process?

The guidance as posted above says just about any photo will do. In fact it says "unaltered by computer software", so an app is not what you need. Just about any jpeg straight out of camera would meet the technical parts. The "artistic" parts on the other hand are up to you.
 
Of course, there is and a lot. I used this one https://photogov.com/documents/zz-1x1-photo/. It's kinda easy to use and has the reqs for the photo (like lightning and other stuff that you need for good photo). I attached the ancestor photo and the results of work of the application. The result is clean and smooth, so give it a try.

I would hope the OP got the passport photo needed after almost 4 years ;-) And technically, at least for the US this would not be allowed as it has been retouched. They may not notice, but to me if you know you need a passport photo it's really easy to get it done properly w/o having to do any manipulation.

Hopefully Ryan Gosling doesn't mind you using his photo for the example, lol.
