Is there a way to charge rx100 IV via USB

cuz so far it is not charging this way & the charger is lost.

Yes, it should charge from any USB power source. If it isn't then try a different cable.

I seem to remember that it could charged via micro-usb port from laptop, powerbank or a phone charger. Maybe some of the older RX100 models has to be turned off while charging via usb port

I believe that all the RX cameras will not charge if switched on when connected.

I believe that all the RX cameras will not charge if switched on when connected.
From the manual of the RX100-3:

You cannot shoot or play back images while the supplied AC adaptor is connected to the
camera. If you want to shoot or play back images with power supplied from a wall outlet
(wall socket), use the AC-UD10 AC Adaptor (sold separately).

Next time you attempt this look at the little charging light above the USB socket. It will be out when the camera is on and able to take pictures, indicating that the camera is not charging - it's actually running off the powerbank and the lens will remain extended for a very long period of time without going to sleep. Then when you turn the camera off, the light will come back on indicating that the camera is charging.

The Help Guide agrees with you:
  • As long as the power is on, the battery pack will not be charged even if the camera is connected to the AC Adaptor.
