iMessage: Email Address vs. Cell Phone Number

Pardon this basic question. . . A friend with an iPhone has iMessage enabled using her email address but her cell phone number appears to be receiving SMS text messages. (Green vs. Blue highlighting. . .)

If that is indeed the case, my friend is missing out on some of the iMessage features on her iPhone. If my assumption is correct, how can she remedy the situation?
 
Try Settings > Messages > Send and Receive. Mine says 4 Addresses open this and see if phone number is checked.in Start New conversation From.

Perhaps try checking in the Messages settings in the phone, and see what is set under Send & Receive. I have multiple addresses attached to my account and can tick or untick any I use here. On mine the Phone number is selected and greyed out, so I cannot unselect it.

Also make sure that the 'iMessage' option is switched on as well.

And, also note that it only works if the recipient can receive iMessage messages. If they're on another type of device, or iMessage is switched off, or they don't have data, then it sends as text.
