Yes ... absolutely STUDY other "good" photos, and consciously look for how it fits, (or doesn't fit) the "rules".If you're on Flickr, try https://www.flickr.com/groups/photographycritique/
The best general advice I can give is to participate fully. Don't just thank people; tell them if/how feedback will be applied, or post an updated version of the photo.
Give critiques too, even if you're a beginner. Learning is accelerated when you consider what makes a successful photograph as often as possible .
