Shanny SN600FGZ Question

I just purchased a Shanny TTL SN600FGZ for my Pentax K3 and TTL and HSS seem to be working as advertised. However, I can not use HS Sync when the K3 is in Manual mode and the flash is set to Manual mode and HS is set, as the flash seems to prevent me from moving the exposure time above 1/180 of a second. I can only adjust the exposure time to a faster time, if my flash is set to TTL.

If the K3 is set to TV mode, I can adjust the exposure time to anything that I want, if the Shanny is set to HS and Manual or TTL. I wanted to have full control of the camera's exposure with this flash in HS and Manual mode, but this does not seem to be possible, as I cannot adjust the aperture when I'm in manual mode on the K3.

The only way I have full control of the exposure time and aperture is to put the Flash in TTL and HS mode and have the camera in Manual mode. If I just want to control the exposure time only in HS mode, then I need to set the K3 to TV mode.

Is this the expected behavior when you have a TTL flash on top of your Pentax camera?

I like the fit and finish of the flash and it only has a few items to change in the function menu. Overall, I'm happy with the purchase, but was hoping to get some clarification on my question above.
 
Don't have a Shanny flash, but have the Pentax AF540FGZ II and with it you must be in P-TTL mode in order to access HSS. You can't access HSS with the flash set to Manual regardless of which mode the camera is set to. I have a Pentax K-3 II.

On the Shanny, one can access HSS without being in TTL mode. The buttons are separate. However, the Shanny software appears to prevent me from using HS Sync, if the camera is in Manual Mode.
