Removing glare

I took this picture from behind a chain-link fence. The glare on the right-hand side of the picture was caused by light hitting the fence.

What's the best way to remove the glare using Lightroom, or, I guess, Photoshop? I can use an adjustment brush to increase exposure and clarity, and dehaze, and then adjust saturation or white balance. But, because the glare has extremely soft edges, I can't get the area of repair to line up very well with the glare, leaving a ring or a weird blotchy pattern. Any suggestions, or is it just a matter of time and practice to use the adjustment brush?

Duplicate of original in ACR, basic sliders (contrast, saturation, etc) then Dehaze; in Ps, made a feather selection of the remaining haze, placed colour samplers 1 and 2 and used curves to match RGB values in #2 to #1; additional curves (final) for contrast, colours, etc., applied selectively via the mask.

I moved a tree in there using a layer mask.
