I recently had the chance to test the XF 100-400 with the X-T10. It is a very sharp lens, and is fairly light compared to the Sony 70-400 II. These images are not processed.

Here is a shot without O.I.S Once again shot with tripod and smartphone remote.

Seems pretty likely that you have a bum copy. I would likely contact the dealer and get it exchanged. That image is just as soft as the previous examples. It looks as if it could be camera shake as well, but if you are using remote on a tripod, it would seem less likely.
Actually, before you return the lens, please make sure you take a shot at higher ISO and a significantly higher shutter speed (at least 1/FL or better) in good light just to make absolutely certain you're not dealing with a camera shake issue. You shouldn't be seeing that issue with a tripod, but just to make sure, you should absolutely take that potential problem out of the equation.
 
Thank you for the suggestion, I certainly will try that. This lens was actually a rental from Borrowlenses, who said they would test it after we returned it and if it is defected, they would give us a refund. Thank you a lot for your help!
