Apps to calculate light-shadow-night and weather (with photog in mind) ??

Hello, i look for apps for these two purposes:

• calculating light and shadow in advance on specific locations for photographers
• calculating weather (clouds, rain etc.) for photographers (anything better than the widespread consumer apps?)

Devices are:

• iPad Air 2
• Android phone w/1280x720px, maybe soon higher like 2560x1440 oder 1920x1080
• no Windows mobile device, or any other mobile OS

Main region is central Europe, if that matters somehow. It's ok if the apps cost money, if they are worth it. Would love to hear your suggestions from your own experience and with reasons why such-and-such is really useful (or not).

If you know a website that discusses apps like that from a photographer's viewpoint or has insider tricks for the apps in question, i am interested too.

It's an interesting idea but seems difficult to do with any precision without being on site.
