Resize image without cropping

I want to know if it is possible to resize an image for a certain print size without cropping in Photoshop?
I know I can take crop tool and enter th me width and height but it's cropping my image which I do not want so any other way to do it?

Image size doesn't work because you can change only height and photoshop automatically changes width to match the aspect ratio so that doesn't work.
You don't have many choices here. If you want to change to an image size that has a different aspect ratio you have to crop. If you want to change the image height and keep the aspect ratio the same (no cropping) you have to except the image width that goes along with the aspect ratio.

If you MUST have a particular image size with a different aspect ratio and you CAN'T crop, then you would have to stretch the image in the vertical or horizontal dimension, but I can't imagine when that would be an acceptable solution.
 
Make a Canvas Size of the size of the photo you need. You then select the blank canvas you will probably have as a border around the photo and then use Edit --> Fill --> Content Aware. The blank canvas area fills in very nice if it's not too big of an area and you will have the size photo you are looking for.

You actually can change both width & height individually if you un-check the Constrain Proportions box. However this can distort your image if the sizes are wildly toyed with...

The better way would actually be to crop as you can control the size and look you want.

You could select the crop tool, right click on the image and choose Use crop box size and resolution to choose the size and look of the crop you want if you need precise measurements.

Or you could just size it by eye, which is what I do as I custom frame my prints without regards to frame size - in short, I crop for look of image rather than trying to fit a standard frame.

This is a comp. of the RAW image and the image expanded only on the minor axis, then cropped back to 4:3. From my Bodie series shooting interiors through the old dirty window glass. This one at 7mm, with perpective distortion mainly noticeable in the central counter corrected, getting rid of the pinched feeling.
