Please help me with PS!

Im so frustrated right now. For some reason when I am editing in Photoshop 6 it wont apply to the image and other times I will do the exact same thing it seems and it will apply it! Why in the world is it doing this? It's driving me crazy!

Do you perhaps have a selection that you've hidden and forgotten about? Edits will only appear within a selection if one exists.
 
This is just one example because it doesnt just happen with my burn tool. I was trying to create a vignettet with my burn tool and it wouldnt do anything (opacity at 100) so I decided to merge all my layers I did that and then it decided to work after that. Well then I wanted to fade the burn tool so I went to edit fade burn tool and tried to do that and it wouldn't do a thing. This keeps happening with all my tools off and on and its driving me nuts. I have no idea whats going on?!
 
you may be applying to a masked layer (if it has a black box next to it)

You may be applying a pixel changing tool to an empty layer.

The best way is to apply everything and/or anything to a copy. That way, you can control opacity, blend mode, selective application via a mask, etc. etc. Or, simply delete it and start again without effecting the layer below.
