Two cameras are being announced with a new processor, Digic 4+. I had assumed top-tier cameras would be released with Digic 6. Does anyone have information as to what Digic 4+ does that Digic 4, 5, 5+, and 6 do not?

Don´t have the information, but I believe these are not new DSPs. Just increased clock speed/bandwith, extra RAM to handle new features fast. Nothing what should bother us. This does no differrence, until it processes the image well and fast enaugh. I mean your angle of view should be like "Does the camera do what it should and what I want?" instead "what processor is in the machine?"...

Why does he do it?

The Digic 6 has many powerful functions like faster contrast detection focusing, faster burst rates, much better video, etc. I *think* Digic 4+ is something like Digic 4 + Wi-Fi or something similar (so a Digic 4 updated with the mandatory functions of today's low-end cameras).

Looks like Canon released some information on this the next day (I swear it wasn't there when I first wondered):

Actually, NO. Totally wrong. Processor itself is not the case. There are many DIGIC V cameras WAAAAAAAY faster than those with Digic 6 (at least in G16). There are many peripheral devices which can make groundbreaking/breathtaking difference. It´s even more evident if we compare Digic 5 cameras between each other. Hundreds of percent difference...

Thanks for the link. I too had been wondering what the difference between Digic 4+ and Digic 6 was, as it seemed to be a step backwards. I wonder how it will affect the performance of the 340 HS in comparison to the 330 HS with its Digic 5 processor.
