Fashion Skin tones

Does anyone have some ideas how one takes the first image and PP into the second image on photoshop? I have some ideas but haven't been able to get this kind of look from my photos, especially interested in her skin tones. Any ideas would be greatly appreciated!

In addition to adjusting the tone curve and saturation, you'd need to play with the local contrast enhancement using different radius settings in USM. Luminous Landscapes has a good article on local contrast enhancement that explains the process.
