I read in the DPR review the sony hx-100v has an aspect ratio of 4:3. How do they get that ratio when the sensor is 1/2.3"?

I was just trying to understand the math behind it to get 4:3. Thanks.

That reference to "1/2.3-inch" is a fractured fraction that indicates the type-size of the sensor, not its aspect ratio. As a decimal, this would be .43-inch. The actual sensing area of these sensors is only about .33-inch.

It's not mathematically correct to mix fractions and decimals in the same equation, but the camera companies do it regularly. The reason may be to confuse people into thinking that a bigger decimal at the end means that the sensor is larger, when just the opposite is true.
