How do you make a fan page for your studio whereas people don't have to be an accepted friend to view. This is for advertising purposes.
 
That's automatic. Nobody has to be a friend to view a fan page (actually, fan pages don't have friends, they have "likes"). All you have to do is publish it.

So how do you make a fan page? Does it have to be part of a group from your personal page or can it be a standalone?

Just do it, it is super easy. A Page is not a Group. You want to make a Page. A Page is not part of your personal account.
 
Go to http://www.facebook.com/pages . In the upper right corner you will see a button that says "+Create Page". Click this button and follow the instructions to create the page.

You will probably want to choose the option to create a page for a "Brand, product or organization" rather than "Local business." "Local business" has you put in things like your hours of operation and whether or not there is parking available, which weren't the important things I wanted to share.
