Here's a couple. The first using Lucis Whyeth and the second using Dave Jaseck's version of the Rowley Cardiff Bay effect on the first effort with some texture added:

This one uses the Topaz Vivacity filters, which are designed to sharpen, denoise, and clean up images (such as jpeg compression artifacts, really cool). It works well. But there are a few settings that you can combine to the extreme to get this effect:



This one uses Adobe Lightroom to emulate the Lucis Art effect by using the sliders in the Develop module adjusting the sliders in the Tone and Presence section:

Thanks George. I agree, that Topaz filter can do some weird things to detailed, textured areas as evidenced here. I like the water and boats though. I should have masked back the effects on the walls.

First picture - Enriched color, change color of the water, change lighting slightly, sharpen. Nothing special.



Second picture - I try day to night. First attempt. Not so good. Must practice this technique.

This looks nice! I have Topaz Vivacity too and I was going to do something like your first one but yours looks great. Good job.
 
My Play, basically an outline / sketch layer then painting on a mask on the sketch layer to reveal a simplified orginal below, finished with a duped sketch layer on top.
