Basic question about makeup (fashion and whatnot)

I frequently see models that have makeup that is a lot lighter than their body. Is this the way it is done or is this simply a matter of a poor MUA not seeing the forest for the trees? Here's an example:

Looks to me like Mineral Makeup and some heavy PS on her skin tone.

Definietly a lighting "effect" and not make up. The face looks a bit hot on exposure and the light is hard.

Agreed.

And, as far as make-up goes: No, face color shouldn't differ from the rest of the body. When done right, it should be a perfect match.
