Shutter Speed on A Priority With Flash D200 Problem

When I have my D200 on A Priority and pop up the flash the shutter speed is supposed to default to 1/60. However mine stays at whetever it was before I popped the flash. Same thing happens in P Mode.
Is this is an internal or a menu setting that's off???

Get out of Slow (or Rear) Flash Synch, and the slowest shutter speed will be whatever is set in Custom Setting e2. This is the SLOWEST. It may go faster if the meter thinks it can (in Aperture Priority).
