Upsizing (enlarging) image file

Greetings,

I'm interested in printing one of my photos by cropping the area of interest and enlarging the final print to 20x24 inches. I tried to locate the instructions on how to upsize but the search engine is down. My current method consists of using PhotoShop 7 as follows...

1. Select image and crop area of interest.
2. Click on IMAGE then IMAGE SIZE from the drop down menu.
3. Leave the resolution at 300 pixels/inch (for ideal print quality)
4. Check the resample image box using the BICUBIC method.

5. Increase the size by roughly 10% (i.e. change 6x9 to 6.7x10 with constraint on).
6. Repeat step 5 until I get to the final size I need.

Is that the right method for upsizing the most accurately with PS 7? I understand that PS-CS has an automated method. Please correct my workflow if I missed anything or am way off.

6. Change the unit of measure from "inches" to "percentage".
7. Enter 110% in one of the boxes (the other should change automatically)
8. Repeat step 7 until you have the size you need.

Note: increasing a crop from an original image all the way to 20"x24" may be a bit of a stretch. Somewhere along the way, you might attempt to a little bit of sharpening to see how the image reacts, then continue upsizing.
