I don't know how to do it in PS but in Corel 8 you can resample and maintain the actual size of the photo.

I would try resampling to 600 perhaps 1200 DPI to smooth out some curves.

You might not gain much but it's worth a try.

Or this. The only real way I can find to lose the junk is to apply
a texture and this is the lightest I can find. Do say if these
won't do. I'm sure people here will be able to do something for
these parents.

is that the original or a blown up version? Maybe you can take a larger picture of the orginal. If there is nothing to work with there isn't much that can be done. Perhaps put her face from another picture on this one.
Hi folks. I have thios phot, taken of a young girl in the most
tragic circumstances. Sadly her parents used a cheap digital cam
and the resulting photo is shot to pixels. Does anyone know of a
way to overcome this extreme pixelisation. The photo of 'Samara'
can be seen on the following archive.

jpeg enhancer and focus magic. Some tweaking with clone, brush.
You certainly lost the jaggies, Kent. I didn't seem able to do so
at all. Must take a look at this JPEG enhancer.
Put it on full 'dejag'. Don't use it much yet. I only got it becuase feivel did, now he's not around as much :-) actually :-( Although if someone had a restoration project, it may come in handy. I like your first take better on this one. Mine needs more contrast.
