Opacity shows what % of pixcels will be covered by single click of a brush, with flow=100%. If flow=10%, you will get same coverage after 10 clicks.

Think of flow as rate or percent of paint coverage a flow of 0 gives you no coverage is this useful the answer is yes. Try changing a text layer that has a style like emboss to flow 0 and you get invisible text that has been cut into the image below.
