Loss in quality when rotating?

I have tried rotating pics in:

photoshop elements 2
microsoft picture it! 7
windows xp explorer viewer (doing multiple images)

i see that some end up with a different file size.

would the first 2 add in their own tags to affect the file size?

which would be the best?

would the xp explorer be fine just for rotating them while viewing thumbnails?

Get yourself a copy of IRFANVIEW. It's free, probably the best photo viewer around, and has a lossless jpg rotation feature.

Were you rotating 90 degrees or straightening a picture by a couple of degrees? The latter is likely to result in some quality compromises.

Some programs will rotate JPEGs without loss of quality, some won't.

Using PhotoThumb (or a similar tool), you can easily perform lossless JPEG rotate on multiple photos:
