If I ever encounter a situation where I'm speaking with someone about it, I'll say hike.
but the e is before the i , or i suppose you are pronouncing it like some people pronounce either or neither,

I do like your interpretation though because if anyone came up to me and started talking about filetypes from their phones, I would indeed want them to take a hike.

Not sure if this helps but Apple says that HEIF is pronounced HEEF. Now sure about HEIC. I usually out of habit pronounce it as HIKE.

Hmm, that sounds like “hike”, which was my first guess.
At first I didn't care - actually, I still don't! Owls don't care either. Have you heard any give two "hoots" about it? But then I thought what of the real possibility of a well-meaning co-photographer inviting one to "go take a HEIC!"?

Would jpeg in the lake be a reasonable response?

I say "heck"....as in "Heck if I know what it is".
I'd spell it but I'm with you on 'heck of the format, you have to pay the CODEC for it'.

But, AI ( a sad day for English language when AI has to explain reading) says:

In English, "HEIC" is most commonly pronounced as "hay-ick" - with a long "a" sound like in "day" and a short "i" sound like in "kick"; essentially sounding like "heck" with a slightly more pronounced "a" sound at the beginning.

Since it's not a word I doubt there is a "proper" way to pronounce it. Pronounce it any way you see fit.
