why auto iso usually isn't below 160? A7c

From the Sony On-line Manual for the a7C:
ISO Setting: ISO Range Limit
You can limit the range of ISO sensitivity when the ISO sensitivity is set manually.
- MENU →
(Camera Settings1) → [ISO Setting] → [ISO Range Limit] → [Minimum] or [Maximum], and select the desired values.
If you want to adjust the range of ISO sensitivity that is automatically set in the [ISO AUTO] mode, select MENU →
(Camera Settings1) → [ISO Setting] → [ISO] → [ISO AUTO], and then press the right side of the control wheel to select [ISO AUTO Maximum]/[ISO AUTO Minimum].
Note
- ISO sensitivity values beyond the specified range become unavailable. To select ISO sensitivity values beyond the specified range, reset [ISO Range Limit].
- The available range for ISO sensitivity varies depending on the setting for [Gamma] under [Picture Profile].
I use the original settings and no picture profile, so Iso 100 is in the range but somehow is blocked. the only way for me to get 100 iso is to select it exclusivly.From the Sony On-line Manual for the a7C:

Set ISO 100 as the minimum ISO dor the range limit.
There is something strange with extended low ISO like ISO 50. It is an extended low ISO which uses ISO160 internally, which is a nonsense. It is a very very bad implementation of low ISO.
So the culprit is the use of ISO50, avoid it. It will accept more exposure with more risks of blowing highlights. This does not shock me because this is the purpose of using extended low ISO. The problem is that it uses ISO160 for that, if you use a program like rawdigger, it will proove this, there has been threads about this.
Again, use ISO100 for the minimum, problem fixed. I doubt the original settings were ISO50.

It was important that you solve this problem because you were loosing significant dynamic range with these settings... very high risk to blow highlights.
Per the manual I get that going back to Photo from video should revert back:
- When shooting movies, ISO values between 100 and 102400 are available. If the ISO value is set to a value smaller than 100, the setting is automatically switched to 100. When you finish recording the movie, the ISO value returns to the original setting.
Good find on your part.
