I have both, but I've been using PSP since V3 and so I'm used to that and that's the one for me. I found it very difficult to print several photos on one sheet with Elements, but a doddle with PSP. Also the one shot 'Enhance Photo' is a must for me. But if you think you might one day upgrade to the (very) expensive proper PhotoShop then Elements might be the one for you. It'll probably do everything you'll want to do anyway.

Can't help w/ preference, being newbie and all, but you can download PSP8 for a 60 day trial along with a PDF file of the handbook normally shipped w/ the package. I figure that if I fiddle around with it for 60 days, I should have a good idea how it compares to the PS LE (not Elements) that was shipped w/ my G3.

I have both. However, I have used Paint Shop Pro for years. Naturally it is easier. I'm on version 8 now. The price is also a giant consideration. My suggestion is to spend the $99.00 dollars on Paint Shop Pro and learn the basics of all it has to offer. If you need more, and most don't, then spring for the big bucks and go the Photoshop route.

There is a Paintshop Pro 7 or 8 for Dummies book, and one for Photoshop, too. They are a good starting place.

Start with Elements and you can move up to full Photoshop if eventually decide you need it. This said, I've been using Paint Shop Pro for years. If you don't see any possibility you will ever need Photoshop, Paint Shop Pro is a good choice.

hahaha its tru - im never going to be able to afford photoshop so thats out of the question ....i guess its between PSP8 and photoshop elements
thing is i already have photoshop 5 LE...

does that get the job done? or are there features in PSP8 and elements that i would want?

I'd encourage you to download the fully-functional trial of PSP8 (and the PDF manual), as well as the "tryout version" of Elements 2.0, and see for yourself.
are there features in PSP8 and elements that i would want?

I have both...PSP 7.04 and Elements on a PC and Elements on an iMac. I tend to use PSP a little more...I find it a little more intuitive. Photoshop Elements comes with a Windows and Mac version which is nice. I heard PSP 8 was buggy but maybe fixed with 8.1.
